SeaPort NxG is the Navy's electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management, Life Cycle Sustainment and Integrated Product Support, and Technical and Program Management. The Navy Systems Commands, NAVSEA, NAVAIR, NAVWAR, NAVFAC, and NAVSUP, the Office of Naval Research (ONR), Military Sealift Command (MSC), and the United States Marine Corps (USMC) source and award their requirements through SeaPort-NxG.
SeaPort-NxG provides an efficient and effective means of contracting for professional support services and enhancing small business participation.
Current Seaport-NxG contracts have the following characteristics:
- Best Value Source Selection
- All requirements are awarded competitively on a task order basis by individual ordering offices
- The resultant IDIQ task orders can be awarded across the full range of contract types, including Firm-Fixed-Price (FFP), Fixed-Price- Incentive (FPI), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Incentive-Fee (CPIF), and Cost-Plus-Award-Fee (CPAF) type Task Orders.
- Heavy emphasis is placed on Performance-Based Orders
- Seaport-NxG program goal is to award 33% of total obligated dollars to small businesses as prime contractors.
- Large business awards have a minimum Small Business Subcontracting Goal of 20% of the dollars obligated.
- The basic IDIQ contracts limit pass-through charges, caps maximum fees, annual escalation, and requires cost savings providing a cost-effective contracting technique
